rear fog and reverse lights , do i need them?
and can i cable tie my brake lines to my back axle , or do i need p clips?
 
You need a Rear Fog lamp to the off side or the centre. Reverse are not Testable items.

Brake pipes must be secure, so tie wraps are acceptable.
