The best way to have a good upload speed is to get SDSL. Although this is expensive compared to ADSL.
SDSL gives you upload speeds equivelent to your download speed unlike ADSL. Generally if you just want a slightly faster upload speed you can just get a faster connection. Ive noticed that upgrading from something like 512k to 4megabit doesnt really change the upload. If you get 8megabit the upload will almost double in speed though.
