Land Escape Optimiser

I had a phone call earlier from someone with a 1998 300Tdi LHD 90. Apparently it s fitted with something called a Land Escape Optimiser. He brought the vehicle back from France with him amd this device was fitted somewhere in France. It appears to be plumbed to the turbo and wired to the ecu. It has now failed and he would like to replace/repair it. Does anyone have any knowledge of this device?
