White smoke when cold is probably unburnt fuel. Could be injectors need a dose of cleaner or something more serious. The pump timing could be out, one or more glow plugs might have failed or you could have low compression on one or more cylinders.
I would start by checking the glow plugs and giving it a good dose of injector cleaner.
