General Heater blower

Put new resiter and control panel in tried heater before putting control back still didnt work it made a buzing sound abve the heater switch everytime i switched from 1 to 4
This buzing sounds like its coming from a pane with screwsl in middle in the bulkhead at the back of the switches just under the cup holders wondered if any body had the same trouble checked all fuses
